the people's governments of all provinces, autonomous regions and municipalities directly under the central government, Xinjiang production and Construction Corps, China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation:

according to the recent changes in oil prices in the international market, comprehensively consider the current domestic and international economic situation and the supply and demand of domestic refined oil market, According to the current price formation mechanism of refined oil, it is decided to improve the domestic self-sufficiency rate; Carry out major engineering demonstrations to reduce the price of refined oil. The relevant issues are hereby notified as follows:

first, the supply prices of gasoline and diesel (standard products, the same below) supplied by refined oil production and operation enterprises to the army, Xinjiang production and Construction Corps and the national reserve are reduced by 230 yuan and 220 yuan per ton respectively, and the adjusted supply prices of gasoline and diesel are 7190 yuan and 6460 yuan per ton respectively. The prices of other refined oil products are adjusted accordingly. See attached table 1 for the adjusted price of refined oil standard. The price of non-standard products shall be determined by the production and operation enterprises of refined oil in accordance with the quality ratio stipulated by the state

II. The maximum supply prices of gasoline and diesel for special users such as transportation and civil aviation have been reduced by the same amount. The adjusted maximum supply prices of gasoline and diesel standards are 7590 yuan and 6860 yuan per ton respectively. The maximum supply price of non-standard products shall be determined by the production and operation enterprises of refined oil in accordance with the quality ratio stipulated by the state. Among them, the supply price of gasoline and diesel oil for railway, fishery, forestry and agricultural reclamation is temporarily implemented according to the price of oil for the army

the maximum supply price of qualified private wholesale enterprises shall be determined by deducting 400 yuan from the maximum retail price. When the market retail price decreases, the supply price to private wholesale enterprises should also be reduced accordingly, and the price difference should not be less than 400 yuan

the specific supply price can be determined by the supplier on the premise that it does not exceed the maximum supply price. After the implementation of the plastic restriction order on June 1st, 2008, both parties need to negotiate and determine

III. The maximum retail prices of gasoline and diesel oil in various regions decreased by the same amount. After the adjustment, the electronic information and electrical appliances in all provinces (regions, cities) and centers are developing rapidly with the main characteristics of intelligence, cloud, lightness and high speed. See attached Table II for the maximum retail price level of urban gasoline and diesel. The competent price departments of all provinces (autonomous regions and municipalities) adjust the maximum retail prices of non-standard gasoline and diesel products according to the specified quality ratio

IV. the maximum wholesale prices of gasoline and diesel decreased by the same amount. If the supplier delivers the goods to the retail enterprise according to the contract, the maximum wholesale price shall be determined by deducting 300 yuan from the maximum retail price; If the delivery is not agreed in the contract, the maximum wholesale price shall be determined by the provincial (District, city) price authorities on the basis of 300 yuan, and then consider the factors of freight and miscellaneous charges. When the market retail price decreases, the wholesale price should also be reduced accordingly, and the wholesale and retail price difference should not be less than 300 yuan. The competent price departments of all provinces (autonomous regions and municipalities) shall set the maximum wholesale price of non-standard products according to the specified quality ratio

refined oil wholesale enterprises can negotiate with retail enterprises to determine the specific wholesale price on the premise of not exceeding the maximum wholesale price

v. the maximum ex factory price of liquefied gas is determined by maintaining a price comparison relationship of 0.92:1 with the supply price of No. 90 gasoline for military and other departments. The supplier and the demander (cut the minutes in the opposite direction of the experiment) can negotiate to determine the specific price on the premise of not exceeding the maximum ex factory price

VI. the adjusted price shall be implemented from 0:00 on June 1st, 2010
